Independent buyer-side role

ReFleet Exchange procurement scope

ReFleet Exchange helps business buyers frame used passenger-car requirements, contact candidate original manufacturers and compare responses. The service does not manufacture vehicles, represent a dealer, hold inventory, approve imports or certify compliance.

What the service coordinates

We organize a buyer brief, identify candidate original manufacturers for outreach, structure quotation fields and track missing evidence. The brief can cover cargo or vocational duty, condition profile dimensions, wheelbase, axle arrangement, powertrain, drivetrain, quantity, destination, Incoterm, inspection and document needs. A reference used vehicle or drawing is treated as a communication aid, not proof that an equivalent unit is available.

What the buyer keeps under separate control

The buyer chooses the specification, appoints technical and destination-side advisers, performs commercial due diligence and accepts or rejects deviations. Import eligibility, FMVSS or EPA applicability, state registration, financing, insurance, payment protection and destination services remain outside the sourcing role. A supplier document is evidence to evaluate, not an approval issued by ReFleet Exchange.

Four boundaries prevent false equivalence

  1. Family maximum versus quoted configuration

Load capacity, towing rating, gross vehicle weight rating and combined weight rating can change with model and VIN, cab, wheelbase, axle, condition profile, equipment and load distribution. We ask suppliers to tie figures to the proposed configuration and identify the supporting document.

  2. Used vehicle price versus landed procurement scope

Unit price alone does not show condition profile work, inspection, documentation, inland transport, ocean freight, duty or destination charges. Responses are separated into visible lines under one Incoterm and destination basis.

  3. General brochure versus exact-model evidence

A series brochure can help discover fields, but it cannot prove the model year, configuration or destination applicability of an offered used vehicle. Exact quotation references and matching records remain required.

  4. Supplier statement versus buyer approval

Candidate suppliers describe their proposed vehicle and terms. The buyer and qualified advisers determine whether the evidence, commercial risk and intended operation are acceptable.

Questions about ReFleet Exchange

Are listed used vehicles in stock?

No. Catalog entries are inquiry forms. Inventory, configuration and delivery timing require a current response from a candidate supplier.

Are factories already approved?

No. Identification for outreach is not certification, authorization or completed due diligence. Buyers retain approval responsibility.

Can you publish expected savings?

No like-for-like evidence is held for a universal percentage. The service compares current quotation lines and total procurement scope instead.

Who checks compliance documents?

Qualified buyer-appointed parties check whether documents match the exact category, model, configuration, model year and destination requirement.

What can start an inquiry?

A duty description, specification, drawing or reference link is enough to begin clarification. Unknown choices remain open rather than being guessed.
